Punjab Service Tribunal Converts Removal from Service into Censure – Major Relief for Government Employee
The Punjab Service Tribunal, Lahore has delivered a significant judgment in Appeal No. 416 of 2025, providing substantial relief to a government employee who had been removed from service.
The appellant, Mr. Usman Amjad, challenged the departmental order dated 11.10.2024 and the appellate order dated 21.01.2025, through which the major penalty of Removal from Service had been imposed under the Punjab Employees Efficiency, Discipline and Accountability Act, 2006.
After examining the facts and the record, the Punjab Service Tribunal modified both impugned orders. Instead of upholding the extreme punishment, the Tribunal converted the penalty from “Removal from Service” to “Censure”. It further directed that the employee be reinstated into service, while the intervening period shall be treated as leave of the kind due.
This judgment reinforces the principle that the punishment awarded in disciplinary proceedings must remain proportionate to the alleged misconduct, and excessive penalties can be corrected by the Tribunal where justice demands.
